Provide gainful employment to all jobseekers in the State of Kerala either through paid employment or self employment and to provide vocational/educational guidance and other service to the utmost satisfaction of the stake holders.


To provide a platform of interface between stakeholders for responsive transparent and efficient employment service in order to meet skill needs of a dynamic society.

Kerala Self Employment Scheme for the Registered Unemployed

Kerala State Self Employment Scheme for the Registered Unemployed-1999 is called KESRU-99. It is a self Employment Scheme launched by the Kerala Government. Candidates within the age group of 21 to 50 years are eligible to apply under KESRU.


MPJC is a group oriented self-employment scheme for development of enterprises in the unorganized sector. Bank loan upto Rs. 10,00,000 is given for starting self-employment group ventures of 2 to 5 members. In the job club there should be 2 to 5 members and a partnership agreement is to be signed by them. Educational qualification should suit the project selected.


The scheme is introduced by the State Government for uplifting the most backward and segregated women in the State. Widows, divorced, deserted, spinsters above the age of 30 and unwedded mothers of Scheduled Tribe, Differentially abled and wife of bedridden patients are the benefiters. Interest fee loan upto Rs. 50,000 is given for starting self-employment ventures. All unemployed widows, divorced, deserted, spinsters above the age of 30 and unwedded mothers of Scheduled Tribes in the live Register of Employment Exchanges between the age limit 18.

KAIVALYA - Comprehensive Employment Assistance for the Differently Abled

An Employment Rehabilitation Programme for the Differentially abled persons. The scheme started in the year 2016. The scheme comprises of four components; Vocational and career Guidance, Capacity Building, Coaching classes for Competitive Exams, Interest free Loan for Self Employment Ventures. Age limit should be between 21 and 55. These beneficiaries are also eligible for nomination of regular vacancies through Employment Exchanges.
