1. What is the Historical Development of the Department of Employment Service?

Ans: (a) The Employment Service was started as a resettlement agency for the demobilized service personnel and discharged war workers under the Directorate General of Resettlement & Employment (DGR&E), Government of India in July 1945 and Employment Exchanges were gradually opened in several parts of the country.

(b) In 1947, consequent upon the partition of the country, the Employment Exchanges were called upon to deal with the resettlement of a large number of persons who were displaced as a result of partition. As a result, Employment Exchanges were thrown open to all categories of applicants by early 1948. Thus a resettlement agency was transformed as an all India placement agency.

(c) Based on the recommendations of the Training and Employment Services Organization Committee’, headed by Sri: Shiva Rao, the day-to-day administration of the organization was handed over to the State Governments with effect from 1st November 1956.

(d) The Employment Service is now the joint concern of the Central and State Governments. The administrative control of the department is by the State Government. To ensure the uniformity in the functioning of the Employment Exchanges all over India, the policies and procedure to be adopted in the functional activities of the Employment Exchanges are prescribed at the national level by the Director General of Employment & Training, New Delhi. And the department is called-National Employment Service (Kerala)’ in this state.

Ans: (a) National Employment Service (Kerala) is under the Labour Department, Government of Kerala.

(c) There are 3 Offices of Regional Deputy Director of Employment at Trivandrum, Ernakulam and Kozhikkode.

(d) There are 3 Professional & Executive Employment Exchanges at Trivandrum, Ernakulam and Kozhikkode for the candidates who are having professional degree and post graduation with second class.

(e) There are 14 District Employment Exchanges.

(f) There are 60 Town Employment Exchanges.

(g) There are 6 Special Employment Exchanges for Physically Challenged applicants.

(h) One Rural Employment Exchange at Kazhakkuttam, Thiruvananthapuram.

4. What Does it mean by Placement Service?

Ans: (a)Selection through Employment Service is conducted to the

1. The temporary vacancies in the designations coming under the purview of Kerala Public Service Commission in the State Government Sector, Quasi State Government Sector and Local Body Sector,

2. all the vacancies which do not come under the purview of the KPSC, like the Part Time Sweeper etc, in the above sectors,

3. temporary and permanent vacancies in the Central Government Sector, Quasi Central Government Sector, Co-operative Sector and Private Sector

(b) When vacancies are notified to the KPSC from various departments, applications are invited from the interested qualified candidates, through PSC notifications. Then, according to the number of applicants, written test or interview or both and physical test if needed are conducted. Then list of qualified candidates are published. According to the Communal Rotation Roster, one person is recommended or advised against each vacancy from the list published. And this advised person is appointed by the department against the vacancy notified by them.

(c) When vacancies are notified to the Employment Exchanges,

selection is done according to some criteria like seniority, roster point of the Communal Rotation Roster, Community, Age, Priority, Qualification, Experience, Physical fitness etc. List of senior most candidates, among those who registered the required qualification and considering all those above criteria, normally limited to 9 numbers per vacancy, is forwarded to the Employer. Suitable candidate is being selected from this list by the Employer himself, on the basis of written test or interview or both. This is the major difference between the placement services of KPSC and Employment Exchange.

(d) Another difference we can see is, the delay (the time consumed) involved in the notification and inviting application, conducting of competitive tests, interviews, physical test etc, certificate verification and publishing of lists and advising the candidate by the PSC is not there in the selection process of the Employment Exchange. The reason is that there is the verified data of Lakhs of qualified candidates to be considered for any vacancy, is readily available in the Employment Exchange.

(e) Also we can see a common factor in case of KPSC and Employment Exchange-that those who applied are many but the selected and posted are only few.

‘Conversion of Employment Exchanges into Centres of Skill and Employability Development – Employability Centre’   is  a flagship   project of the National Employment Service  Department, Govt.of Kerala from 2012.The project articulates sustainable transformation of the skills of our educated, vibrant and talented youths to global standards so as to make them readily employable anywhere in the world. It aims at fostering  placement of the unemployed youth in the private sector by imparting  necessary skills training to attain competency parameters of the corporate world,  which are vital for getting jobs in the private sector. The mission of the project is to provide state of the art facilities by mobilizing and organizing the requisite best resources to transform the youth into  knowledgeable, skilled and tuned work force  readily acceptable anywhere in the globe and To provide more productive and remunerative employment opportunities  in the private sector.

So far the Department started 10 Employability Centres at Kollam, Alappuzha, Kottayam, Ernakulam, Thrissur, Palakkad, Malappuram, Kozhikode, Kannur and Kasargod districts of Kerala.

  1. Career Development Centre

Career Development Centre is a new initiative of the Employment Department to promote career development activities in rural areas. It focuses on adopting a holistic approach to help build the right career for the youths particularly those at the bottom of the demographic pyramid.  The centre is envisaged as a destination where individuals can obtain authentic solutions for all kinds of career issues faced by them. The main objective of this centre is to help the students in rural area in acquiring necessary knowledge and training on the latest trends and current developments happening in the education and employment sectors. The centre adapts the latest technologies and appropriate tools in Career Management to address the issues of individuals. The ultimate goal of these centres is to link the students with meaningful work, giving them support to shape and manage their careers by building key ingredients necessary for their transformation to become complete professionals. The Career Development Centers across Kerala are intended to act as a path way to a welfare society.

In the Career Development Centre, both   vocational guidance and educational guidance are provided. The centre  works for the students of secondary and higher secondary schools, school leavers, unemployed, underemployed and people who are looking for jobs. The services rendered by CDC include Resume Preparation, Pre interview training, Softskill training, Coaching Classes for  various Competitive Examinations etc .The services of the CDC are free of cost.

So far the Department started five career development centres at Perambra (Kozhikkode), Chittoor (Palakkad district), Neyyattinkara, Palode (Thiruvananthapuram district) and Kayamkulam(Alappuzha).

Model Career Centre is a joint venture of the Directorate General of Employment and Training, Ministry of Labour and Employment, Government of India and the Department of National Employment Service (Kerala). This Centre is conceptualized in such a way that it will act as a one-stop solution centre for all assistance needed to the aspiring youths to find out suitable career according to their qualifications and skill set. It provides a variety of employment related services under one roof to job aspirants at free of cost.

Model Career Centre is functioning along with University Employment Information & Guidance Bureau, Thiruvananthapuram.

The Centre now endeavours increased focus on career counselling as a key activity to enable our aspiring youths to pursue the right career choices according to their aptitude and skill.

The Centre utilises a designated web portal- www.ncs.gov.in -which acts as a real exchange platform between prospective job seekers and potential employers. The Centre is now exploring the possibilities of formulating a road map to tie up with potential industries and educational institutions. To enhance the employability among educated youth, Department implemented a scheme namely “Employability Centre”. Under this scheme, educated unemployed youth are provided with necessary skill training and to make the youth capable of taking up newer and better ways of employment available in the Private sector.

Is there any measures initiated for graduates to get admission in various higher education institutes & centres of excellence in India

Dhanus is a complete free training programme for under graduates in Kerala, which aims to equip students of Kerala for getting admission in various courses conducted by higher education institutions, Centres of excellence and research centres in India. Duration of training is 3 years. As a pilot project the scheme is established in Career Development Centre, Perambra in Kozhikkod district. Eminent faculties from various universities will handle the training classes. At present training is provided for students under specialization in Mathematics, Statistics, English, Economics and biological science. Admission to the training programme is on the basis of marks secured in SSLC, Plus Two, entrance examination conducted by the centre and interview. In addition to academic development, Dhanus ensures the holistic development of students.

Is the service of career counsellor availble for guidance seeking candidates ?

Yes, the services of career counsellor is available at Model Career Centre and career Development Centres.

Is the service of Employability Centre available for employment exchange registrants only ?

No, any candidate who seeks services of employability centre can register at these centres no matter whether he is the registrant in employment exchange or not. Registration fee has to be paid.
