A Special cell is functioning in the Employment Directorate for rendering Special Assistance to SC/ST and Ex-Service job seekers. A regional special cell for this purpose is functioning in Palakkad District in the District Employment Exchange.

Coaching Cum Guidance Centre for SC/ST

Coaching cum Guidance Center for SC/ST (CGC for SC/ST) is started vide Order No. GO (Rt)362/85/LBR dated 11.03.1985 with a view to make the candidates belonging to Scheduled Caste / Scheduled Tribe, along with Regional Professional & Executive Employment Exchange under National Employment Service (Kerala) Department at Ernakulam and Kozhikode. These centers provide necessary guidance and training to candidates belonging to Scheduled Castes/Scheduled Tribes in vocational matters. As per Order No. G.O. dated 04.02.2021, from Department of Employment and Skills G.O (Rt)/232/2021 CGC has been started with Thiruvananthapuram Professional & Executive Employment Office.

CGCs operating at Ernakulam and Kozhikode provides 10 months Stenography training to candidates belonging to Scheduled Castes and Scheduled Tribes. And also provides training for appearing in competitive examinations conducted by PSC / Railways / BSRBA Recruitment Boards.10 months Stenography Training, Competitive Examination Training, Food & Nutrition Training, Jewellery Making Training and Vocational Guidance are being conducted by the CGC Ernakulam, Kozhikode for the candidates belonging to Scheduled Castes / Scheduled Tribes.

From the financial year 2020-21 onwards, competitive examination training is being implemented through CGC for SC/ST as a part of the SAMANWAYA Scheme for the comprehensive development of candidates belonging to Scheduled Castes/Scheduled Tribes category. The department can provide better services to SC/ST candidates to bring them to the forefront of the society by providing online training.

Objectives

At these Centres guidance and pre-employment orientation is provided to Scheduled Caste/Scheduled Tribe candidates. Their main objectives are:-

  • to channelise the available educated SC/ST manpower into appropriate vocations;
  • to increase their employability through coaching/training;
  • to provide them vocational guidance and career information at the appropriate states; and
  • to perform watch-dog functions in the matter of filling up of vacancies/training seats reserved for Scheduled Castes/Tribes candidates in Central/State/Quasi government establishments and training institutions in the area.

  3. CGC for SC/ST at Kozhikode

Services

The Coaching Centres conduct regular cover of 10 months duration or stenography with computer training. The trainers are given a stipend of Rs.150 per months.

These centres conduct pre-examination training for preparing candidates for competitive examinations conducted by Kerala Public Service Commission, Railway Recruitment Board, and other recruitment agencies. The stipendary training programme is of about 10-15 days during. Trainees are given a stipend of Rs.50 per day.

Apart from this, these centres also conduct training course on Food and Nutrition.

Guidance programmes

Group guidance as well as individual guidance is provided to SC/ST/Ex-Service job seekers residing with in the jurisdiction of the Coaching centre. They are given measures on the job opportunities in various fields.

Jurisdiction

  • The CGC at Ernakulam caters to the need of the stakeholders in Alappuzha, Kottayam, Idukki, Ernakulam and Thrissur Districts.
  • The CGC at Kozhikode caters to the need of the SC/ST and Ex-Service job seeker in the District of Palakkad, Malappuram, Kozhikode, Wayanad, Kannur and Kasargod.
  • The Coaching and Guidance needs of the jobseeker in other districts are met by CGC for SC/ST under the Government of India functioning at Thiruvananthapuram.

SAMANWAYA

“Samanvaya” is a scheme being implemented under the Department of National Employment Services (Kerala) as part of the employment policy of the state government with the aim of comprehensive development of the candidates belonging to Scheduled Castes/Scheduled Tribes category. The SAMANWAYA scheme is intended to solve the employment/career problems faced by the Scheduled Castes/Scheduled Tribes and to make them employable in corporation with various departments. Through this scheme the candidates are provided coaching for competitive exams, skill development, practical training for interviews and group discussions along with online registration assistance for various competitive exams, entrepreneurship training and career guidance. Designing and implementing projects including outreach programs in co operation with various departments for the advancement of Scheduled Castes/Scheduled Tribes. The main aim of the Samanwaya Scheme is to bring the candidates belonging to Scheduled Castes/Scheduled Tribes to the forefront of the society, by improving the infrastructure of Career Guidance Centers for SC/ST at Thiruvananthapuram, Ernakulam and Kozhikode; by equipping smart classrooms, career library, computer lab, career counseling center and video conference hall with better internet connectivity and providing online training etc.

The Samanwaya Scheme was launched in the financial year 2020-21. Coaching cum Guidance Center for SC/ST operating at Thiruvananthapuram, Ernakulam, Kozhikode, District Employment Exchange Palakkad, Town Employment Exchange Thalassery, Thaliparamba under the Department of Employment; organized free competitive examination coaching classes with daily stipend for candidates belonging to Scheduled Castes / Scheduled Tribes to achieve high marks in Government / Public Sector Undertakings examinations.

As part of the program, in the year 2021-22, CGC for SC/ST Thiruvananthapuram, Ernakulam and Kozhikode; organized free competitive examination training classes with daily stipend for candidates belonging to Scheduled Castes / Scheduled Tribes. Camp registration and awareness programs were organized by District Employment Exchange and Town/Rural/Tribal Employment Exchange to provide career guidance, awareness about self-employment schemes and other services of the department to Scheduled Caste/Scheduled Tribe candidates. During the year 2021-22, camp registration and awareness programs have been organized under 14 District Employment Exchanges and 62 Town/Rural/Tribal Employment Exchanges across Kerala. It is possible through the activities of the department to bring these people to the mainstream and front line of the society.
